Impact of Decentralization on Public Service Delivery and Equity. Education and Health Sectors in Poland 1998-2003

The publication presents the results of the statistical investigation of various effects of the Polish decentralization process. It concentrates on changes in the education sector and touches on some aspects of the health care reform. Its main purpose is to provide a wide variety of empirical findings based on a new methodological approach. The main idea of the approach is to combine and explore two different sources of data, namely fiscal and administrative statistics collected at the sub-national level as well as household budget surveys
collected at the individual level. Such a data-mix allowed the authors to compare national and subnational outcomes with individual effects and assess the impact of local policy on the individuals involved.
