Fixed Expenditures of the State Budget


The project was carried out in the period of December 2002 and March 2003 by CASE experts: Malgorzata Markiewicz and Joanna Siwinska-Gorzelak in association with the Business Center Club.

The aim of the project was to identify all categories of fixed expenditure, defining their legal basis and principles of payment, as well as to propose limits on the fixed nature of state budget expenditure. Results of the project were presented in March 2002 at the public conference organized by BCC and at the BRE Bank - CASE seminar on the State Public Finance - Necessity for Reform.
