CASE concludes an advisory service project with the Ministry of Finance of the Republic of Serbia

CASE has successfully finalised Stage Two of the technical assistance project to enhance and modernise governance and management procedures at the Ministry of Finance of the Republic of Serbia. The purpose of these advisory services was to respond to institutional challenges which were brought up by the recent economic crisis and EU integration process of Serbia.

Following the inception report from August 2010 and based on on-site consultancy work conducted in the first quarter of 2011 the final report contained both a deep institutional diagnosis of the Ministry and a set of practical recommendations aimed in improving its organization and functioning, in particular – Ministry’s organisational structure, management, internal procedures and communication, document flows, human resource management and work culture. The consultancy assignment carried out by Marek Dabrowski included, among others, twenty interviews with the Ministry staff at various organizational levels and analysis of legal acts which determine both general functioning of public administration in Serbia and Ministry of Finance work in particular. Project findings and recommendations were presented to senior Ministry’s management at the end of project and to the Open Society Institute – Local Government and Public Service Reform Initiative who provided financial support to this project.
