177th Seminar mBank–CASE: A just energy transition from the perspective of cities and regions – experiences of Poland and other EU member states

About the seminar:

In the context of the ongoing climate change the concept of sustainable development – promoting renewable energy sources and encouraging decisions which limit the detrimental  effects of human actions – is gaining more and more popularity. This is especially true in the European Union. Having signed the 2015 Paris climate agreement which sets the global goal of limiting global warming to less than 2°C, and maintaining a maximum of 1,5°C rise, the European Commission introduced a strategy for achieving European carbon neutrality by 2050. In 2020 the European Green Deal was signed.

To achieve carbon neutrality in these timeframe, climate, energy and transport regulations must be changed. The EU is currently revising old legislation in a package known as Fit for 55. Implementing the new regulations leads to shift of employment in certain regions , either dependent on energy resources or linked to power generation. It affects regional and local  labour markets, employment level and development opportunities for cities and regions.

The first part of the seminar will be devoted to the presentation of selected aspects of the transition in three regions dependant on brown coal: Lusatia (Germany), Upper Nitra (Slovakia) and  Wielkopolska (Poland). The presentation will showcase certain transition instruments, conditions and actions undertaken to create new workplaces, prevent unemployment and ensure economic development. Pathways to various stakeholders cooperation will be discussed, keeping in mind the needs and opportunities available in different regions. The presentation will be based on the study conducted by CASE for the  European Economic and Social Committee.

In the second part of the seminar, an expert commentary will be delivered on the presentation. Subsequently, representatives of local governments will share their experiences of transformation in municipalities, with a particular focus on its impact on the local labor market and economic development.
