Dmytro Boyarchuk is Senior Fiscal Expert at CASE – Center for Social and Economic Research (Warsaw). He has over twenty years of professional experience in macroeconomic analysis and forecasting, fiscal policy, taxation, and social sector reforms.
Since 2006, Mr. Boyarchuk has led CASE Ukraine, a Kyiv-based economic think tank, managing technical assistance projects on macroeconomic, fiscal, and social reforms, and providing regular consultations to governmental institutions. He is a local partner for GlobalSource Partners (New York), preparing country macroeconomic analysis and forecasts on Ukraine for international investors.
Mr. Boyarchuk is the founder of the award-winning Price of the State project, which explains public finance in accessible terms to Ukrainian society. In 2016, the project won Deutsche Welle’s “Best of Online Activism” award. He has also been an active civic advocate, initiating several petitions that gained the required 25,000 votes, including those on strengthening taxpayers’ rights and enhancing fiscal transparency. He co-authored Ukraine’s landmark 2016 law simplifying reporting procedures for exporters of services.
Mr. Boyarchuk holds a Master of Arts in Economics from the National University of Kyiv-Mohyla Academy / EERC program (now Kyiv School of Economics). He is fluent in English and Ukrainian.
