Izabela Marcinkowska is a labour market and social policy economist and former Director for Labour Market and Social Policy, former President of CASE with over 18 years of experience in employment, skills, and social policy research. She leads and manages international research and policy projects on labour markets, skills development and inclusive growth, with a strong focus on the employment dimension of the green and digital transitions. Her expertise covers just transition, reskilling and upskilling, skill shortages and skill poverty, ageing societies, and policies supporting vulnerable groups in the labour market.
She has been cooperating with CASE since 2005 and has coordinated numerous European and international research and technical-assistance projects for the European Parliament, European Commission, Cedefop, the European Economic and Social Committee, the Committee of the Regions and other institutions. She is a recognised expert on the labour-market implications of structural change, particularly in regions undergoing energy transition, and on skills strategies supporting a fair and inclusive transition. Her recent work focuses on skills policies for disadvantaged groups, the role of social partners in just transition strategies, and the social impacts of digital and green transformation.
Izabela has extensive experience as project leader and senior expert in EU-level studies, managing multidisciplinary teams and coordinating international research consortia. Her work combines policy analysis, quantitative research, fieldwork and stakeholder consultations across Europe and neighbouring regions. She publishes widely on labour economics, skills, social policy and the socio-economic implications of demographic, digital and green transitions.
