It reviews existing frameworks such as the Union Civil Protection Mechanism (UCPM) and the Union for the Mediterranean (UfM), proposing ways to expand cooperation between northern and southern shores. It also emphasizes the role of early warning systems, data-driven risk assessment, and community participation to address social inequalities that shape vulnerability across the region.
