The project aims to assess the impact of tobacco product manufacturing on the Polish economy. This study continues previous analyses conducted in 2018 and 2020. The main goals are to update data on the tobacco sector, estimate its economic impact, and analyze the effects of excise tax changes introduced in January 2022.

The study will include an analysis of the direct economic effects, such as the sector’s contribution to GDP, the number of jobs created, and tax revenues—covering excise, VAT, corporate, and personal income taxes. The analysis will look at the entire supply chain—from tobacco cultivation to shared service centers. The project also covers indirect and multiplier effects resulting from the tobacco sector’s connections with other industries. A general equilibrium model (CGE), tailored to Polish economic conditions, will be used to simulate different tax policy scenarios.

The final result will be a report presenting the findings and forecasts, published both in print and online, in Polish and English. A public presentation of the results is also planned in the form of a seminar. The project will deliver precise data and forecasts that can support policymakers in shaping fiscal and regulatory policies for the tobacco market in Poland.
