Author’s projects

The study commissioned to CASE by the Committee of the Regions and entitled “E-services for citizens at local and regional level in EaP countries” is meant to provide facts and figures, background information, and preliminary analysis on the electronic (digital) administrative and information services that the local authorities in selected Eastern Partnership (EaP) countries – Moldova, Georgia, Armenia, Azerbaijan – provide to their citizens. The study will also have a comparative nature and will include examples of e-services provided to citizens in selected EU Member States, i.e. Poland and Estonia, as well as in Montenegro.

The findings of the study will form the basis of the “E-services for citizens – what good came out of the COVID pandemic?” by the Conference of Regional and Local Authorities for the Eastern Partnership (CORLEAP). The CORLEAP report is to be adopted at the annual meeting which will be held in Batumi, Georgia, in September 2023.

Based on the data collected, the study will provide conclusions and recommendations on:

tackling gaps in the current e-services sets available to citizens in EaP countries,
major differences between the kind and level of services offered in EaP countries and the selected EU Member States,
the kind of influence the COVID-19 pandemic, the Russian aggression on Ukraine and other events had on the provision and development of e-services in the region,
possible scope of improvement and expansion of the quality of e-services based on good practices identified in the selected EU Member States.
