In latest article for Wirtualny Nowy Przemysł (WNP.pl), Jan Hagemejer, President of the Management Board of CASE, comments on the compromise reached in mid-January this year on the method of setting minimum prices for Chinese electric cars imported into the Community.

The agreement between the European Union and the People’s Republic of China on the rules for setting minimum prices for Chinese electric cars may be the first step towards a broader trade compromise between the two economies. In recent years, tensions in trade relations have been growing, particularly in connection with the rapid increase in imports from China and European manufacturers’ concerns about competition from subsidized goods.

At the same time, Europe is facing a growing trade deficit with Beijing and the risk of excessive dependence on imports, especially in the areas of critical raw materials, electronics, and advanced industrial components.

The data shows a clear asymmetry in economic relations between Poland and China. Poland’s share in Chinese exports is small, but China remains one of the key import partners for the Polish economy. In 2024, the value of imports from China exceeded PLN 220 billion, which represents a significant share of the country’s total imports.

At the same time, Poland, like many EU countries, has a clear trade deficit with China, especially in sectors such as electronics, machinery, mechanical equipment, and consumer products.

As Jan Hagemejer points out, Poland’s ability to pursue an independent trade policy is very limited.

Trade policy is conducted entirely at the EU level. At the same time, EU actions must comply with World Trade Organization rules, i.e., anti-dumping duties and other protective measures may only be imposed when dumping or illegal subsidies are involved.

Access to critical raw materials remains an important element of EU-China economic relations. China is one of the world’s main suppliers of rare earth metals and other raw materials essential to modern industry, from electronics to energy transition.

According to the President of CASE Management Board, dependence on imports can become a problem if it concerns goods that are key to production or consumption. “Dependency only arises when goods from China are necessary for production or consumption. Obviously, China, which is the main source of so-called critical raw materials, including rare earth metals, outside Russia, is a significant supplier to EU production. This is obviously dangerous, given China’s tendency to restrict its exports.”
