The Prime Minister announced ambitious investments in six key areas: science and research, energy transition, advanced technologies, port and rail development, the capital market, and business cooperation. While these announcements sound impressive, the lack of a concrete timeline and funding sources raises doubts about their feasibility, write Jan Hagemejer and Andrzej Robaszewski in Rzeczpospolita.

There were also few details regarding plans for industrial transformation, especially in Silesia, and for a just energy transition strategy. Among the announced projects were a fund for deep tech technologies and an AI Factory in Poznań, but their potential impact on systemic change in science and research remains questionable. Additionally, data from Poland’s Central Statistical Office (GUS) indicate a decline in investment in recent years, which could temper the optimism surrounding the Prime Minister’s announcements.

The numbers speak for themselves—the planned 16.7% of GDP for investment does not stand out compared to previous years or other EU countries. Poland’s investment rate remains low, and the lack of private investment is a significant issue. A 2021 CASE report shows that Poland has long struggled with low investment levels. Between 1995 and 2020, the investment rate in Poland fluctuated between 17% and 24%, but compared with EU countries—as well as the Czech Republic, Slovakia, and Hungary—it remained on the lower side. Since 2015, investments have declined further, with the gap between Poland and other regional and EU countries widening. Factors behind this decline include concerns over the PiS government’s economic policies and deteriorating institutional conditions, including rule-of-law issues, which increased the cost of doing business.

The key will be to create conditions that foster private investment growth so Poland can close its investment gap, which has negative consequences for competitiveness and productivity.

In summary, while the government’s conference aimed to showcase groundbreaking plans, concrete details that would build confidence in the execution of these investments are still lacking.
