Dmytro Boyarchuk on the evolution of Russia’s tactics towards Ukraine’s energy system for Rzeczpospolita

Russia has caused the collapse of power systems in major cities such as Dnipro, Zaporizhzhia, Kharkiv and Kyiv. Russia has also cut nuclear power stations off from the national grid, undermining the assumption that they would be spared. The power stations themselves remained intact, but Russia destroyed the expensive transmission equipment connecting them to consumers – equipment that is both costly and time-consuming to replace. Lessons from last winter The experiences of the winter of 2025–2026 revealed two things. Firstly, investment in alternative energy sources and the installation of combined heat and power systems have now become widespread, rather than a niche option available only to the more informed. At every level – from local communities to central government – significant efforts are being made to make wise use of the valuable time before the next heating season.
