Andrzej Robaszewski in Rzeczpospolita comments on raising the excise tax on alcohol

For now, there is no solid basis for claiming that Poland has reached a ‘tipping point’ beyond which further changes to excise taxes would have the opposite effect of what is intended, and consumers would begin to shift en masse to the black market. However, this risk may grow if excise taxes are raised automatically, without parallel market controls, restrictions on alcohol availability, and monitoring of relative prices.
