We invite you to the 12th seminar in the CASE Studies series, which will take place on 3 June. The discussion will focus on the topic of wealth taxation in Europe, as well as its challenges and trends. The starting point for the discussion will be the report “Wealth taxation, including net wealth, capital and exit taxes”, (Wealth taxation, including net wealth, capital and exit taxes) prepared by CASE in collaboration with the Austrian Institute of Economic Research (WIFO), PwC, the Institut d’Economia de Barcelona (IEB), the Leibniz Institute for Economic Research at the University of Munich (ifo Institute) and the VATT Institute for Economic Research (VATT).
The issue of effective wealth taxation has recently attracted greater attention. Wealth inequality remains higher than income inequality and is particularly concentrated at the top of the distribution. In 2023, the wealthiest 10% of the population in the European Union held around 60% of total household wealth (an increase of 3 percentage points compared to 1995). At the same time, there has been a decline in the use of wealth taxes since the 1980s. Among OECD countries, only a handful levy a net wealth tax, whilst some have abolished inheritance and gift taxes. The aim of the report was to comprehensively map and assess wealth taxes, based on theoretical and empirical literature. The report includes case studies of historical, currently operating and proposed wealth taxes, with particular emphasis on the EU context.
During the meeting, we will discuss:
- the current state of knowledge regarding the effects of introducing various forms of wealth taxation
- the strengths and challenges associated with different types of wealth taxes
- solutions implemented in Europe and worldwide
- selected case studies on the introduction of net wealth taxes
- conclusions and recommendations regarding the design of wealth taxes
