We cordially invite you to the ninth seminar in the CASE Studies series, which will take place on March 11, 2026, at noon, and will be devoted to the role of cities and regions in the face of disasters and climate threats.
Climate change is having an increasingly strong impact on the functioning of cities and regions in Europe, leading to more frequent and severe extreme events such as floods, droughts, heat waves, and heavy rainfall. These events have serious consequences, and their effects increasingly transcend administrative boundaries.
In response to these challenges, approaches that go beyond traditional reactive crisis management and focus on long-term resilience building are becoming increasingly important. Local and regional authorities play a key role here, as their proximity to citizens and knowledge of local conditions enable them to effectively identify risks, plan preventive measures, and integrate policies in various areas, such as spatial planning, environmental protection, social policy, and infrastructure management.
The seminar will focus on the role of cities and regions in managing risks related to natural hazards and in building resilience to extreme climate events. During the seminar:
- The conclusions from the publication “Natural disasters: anticipatory organization and disaster risk management from a local and regional perspective” (Natural disasters: anticipatory governance and disaster risk management from a local and regional perspective – CASE) prepared by CASE experts on behalf of the Commission for Natural Resources of the European Committee of the Regions. The publication discusses the concept of an anticipatory approach to disaster risk management, with particular emphasis on the importance of a multi-level approach, strategic thinking about the future, and the involvement of local communities in decision-making processes. It discusses both the potential benefits of this approach and the challenges faced by local and regional authorities in this area.
- The experiences of cities and regions included in the report (Local and Regional Success Stories of Investing in Disaster Resilience – CASE). Examples of such investments include a variety of models of action taken by local and regional authorities, including cross-border cooperation, the development of green and blue infrastructure, and examples of “sponge cities.”

- Dr hab. Eng. Jolanta Dąbrowska, researcher on the impact of climate change on the built environment at Wrocław University of Science and Technology
- Dr Eng. Anna Dubel, expert in the analysis of the socio-economic impacts of climate change and cost–benefit analysis of climate change adaptation at the Institute of Environmental Protection
- Agnieszka Warso-Buchanan, Senior Lawyer and Member of the Management Board at ClientEarth Lawyers for the Earth Foundation
- and Agnieszka Maj, economist at CASE. Expert in sustainable development policies and co-author of the reports under discussion.
