About the seminar:
The value of facilitation services of the 20 largest digital platforms in the EU is estimated to exceed EUR 75 billion with the value of the ecosystem they create even six times larger. Not only the value but also the pace of growth of the digital economy is immense. As an example, the earnings of people working through platforms have only increased by about 2.5 times in the past five years in the EU.
Digitalization of the economy poses new challenges to tax administration due to the emergence of new and complex business models and dematerialization of transactions. The pace of growth of the problems in recent years was immense. The digitalization also creates opportunities, in that it provides new digital instruments for improving monitoring of tax compliance and reducing its cost. Already, over half of the Member States have digital reporting requirements in place with some of them gathering information in real time.
Adapting tax systems to the challenges related to changing the nature of transactions and structure of the economy is necessary to avoid tax base erosion and declining compliance. This has already been noted by many tax administrations and institutions. It stimulated the implementation of new instruments, like ‘digital taxes’.
The seminar will focus on diagnosing the problems, discussing potential and forthcoming solutions in the EU as well as economic consequences of the expected changes. The seminar will cover three selected thematic areas crucial for taxes in the digital age, which are: (1) taxing income of large digital companies, (2) digital reporting requirements, and (3) VAT in the collaborative economy.
Speakers:
Giacomo Luchetta is a Senior Consultant at Economisti Associati, where he works as a regulatory and economic expert. He is currently leading the European Commission project ‘VAT in the Digital Age’, focusing on the challenges posed by the digitalisation to the fiscal environment, with a focus on e-invoicing and e-reporting. He has managed or contributed to dozens of evaluations, impact assessments and other policy studies, for both European and international institutions. Futhermore, Giacomo teaches “EU policies and policymaking” at the School of Government of LUISS Univeristy in Rome. Giacomo holds a PhD in Law and Economics from LUISS University and a European Master in Law and Economics from the universities of Rotterdam and Gent.
Grzegorz Poniatowski is a Director of Fiscal Policy Studies at CASE and a conusltant at the World Bank. His areas of expertise include macroeconomic policy, fiscal policy, and taxation. As a CASE expert, Dr. Poniatowski has been involved in over 40 research projects, evaluations, and impact assessments for governmental, international, and EU institutions on a variety of subjects. Currently, he is the Team Leader of the Study to quantify and analyze the VAT gap in EU-28 Member States; an expert in the study on measuring tax evasion of individuals and the evaluation of EU invoicing rules. Dr. Poniatowski obtained his PhD from the Warsaw School of Economics, Department of Theoretical Economics, Additionally, he holds a degree from the Paris School of Economics, and a joint MA in Economics from the University of Paris 1 Pantheon-Sorbonne and the Autonomous University of Barcelona. He completed his MA and BA in Quantitative Methods in Economic and Information Systems at the Warsaw School of Economics.
