The Framework Contract covers a broad range of topics which span from EU policy initiatives, notably the European Pillar of Social Rights, to national level measures and reforms in employment policy, and social dialogue. Specific policy areas include:
• long-term unemployment, youth employment, supporting entrepreneurs and the self-employed,
• labour law, working conditions, future of work, including labour conditions of platform workers,
• health and safety at work policies and legislation;
• social investment, social protection systems; the rights of persons with disabilities and inclusion
• free movement of workers, coordination of social security systems
• job creation, social economy,
• skills, qualifications, Vocational Education & Training, apprenticeships, adult learning.
The Framework Contract also covers relevant financial instruments of the EU as well as cross cutting issues such as gender equality and discrimination.
