The purpose of this framework service contract is to enable the CoR’s Commission for Citizenship, Governance, Institutional and External Affairs (CIVEX) to have at its disposal external expertise for the provision of scientific, legal, documentary, and advisory services, particularly on constitutional and institutional issues, local democracy and devolution, multilevel governance, active subsidiarity, better law-making, and issues relating to the area of justice and home affairs. This request for services entrusted to external experts is intended to provide CIVEX members with timely, evidence-based support to strengthen and enhance the Commission’s consultative and legislative work in line with its objectives under the Treaties.
