Implementation and Management Support Office in Azerbaijan (Europa House)
Description:
The European Union-Azerbaijan relationship is moving toward a strategic partnership between the EU and one of the world's fastest-growing economies. Azerbaijan is a participant in the European Neighbourhood Policy (ENP) process, which is intended to approximate the country's norms, standards and policies to those of the EU and aims at establishing a close relationship between the EU and Azerbaijan. From 2007 onward, the new European Neighbourhood and Partnership Instrument (ENPI) will replace the current TACIS programme as the primary tool to facilitate this relationship-building. Currently, there is no European Commission Delegation in Azerbaijan and all cooperation programmes are centrally planned and managed from Brussels. The opening of an EC Delegation in Baku has been publicly announced for 2007. In September 2002 the EC established the "Europa House" in Baku, which is providing technical assistance and field-based support to the planning, programming, and implementation of the TACIS programme.
The specific project activities are: (1) situation analysis of the economic and political environment in Azerbaijan, (2) support to the European Commission in the planning and programming of EC-funded assistance, (3) support to the implementation of key EC-funded projects, (4) implementation of visibility activities and an information strategy for EC-funded assistance.
